As of the latest reports, only 3% of IFCI’s borrowings are backed by interest-earning assets, indicating a severe financial imbalance.

In 2021–2022, IFCI halted fresh lending due to rising bad loans, reflecting poor credit management. Its credit rating fell below ‘A’, further crippling its ability to raise capital and shaking investor confidence.

To address these challenges, the government has proposed IFCI’s merger with Stock Holding Corporation of India Ltd and other subsidiaries under the Companies Act, 2013, signaling a strategic attempt to streamline operations. Additionally, an Oversight Committee has been established to manage IFCI’s restructuring, underscoring the serious governance concerns in India’s financial institutions.

Since 2016–2017, IFCI has faced continuous financial deterioration due to asset-liability mismatches, highlighting systemic weaknesses in economic management. With the government’s stake exceeding 71.72% as of September 2024, state intervention has become crucial, reflecting broader governance failures in the financial sector.

IFCI’s shift from lending to advisory functions, driven by capital constraints, suggests that India’s development finance institutions are retreating from their core missions due to financial mismanagement. The crisis at IFCI serves as a stark reminder of the urgent need for stronger financial governance and sustainable economic policies.

New Delhi: The Industrial Finance Corporation of India (IFCI), the country’s first Development Financial Institution, continues to grapple with deep financial distress despite repeated government interventions.
