Singh Jamwal alleged that a foreign “intelligence officer” had been arrested for “links” with Wangchuk, and further claimed that his participation in a climate conference organized by Dawn in Pakistan as well as visits to Bangladesh were being probed for so-called foreign funding connections.

Political observers said such accusations are part of New Delhi’s routine blame game. They pointed out that whenever public anger boils over in occupied territories, Delhi blames external actors instead of acknowledging the genuine grievances of local populations.

Analysts recalled that during “Operation Sindoor” earlier this year, India falsely dragged in China, Turkey and Azerbaijan to justify its propaganda, while this time Ladakh’s peaceful protests are being painted as a Pakistani plot. Reports also noted that Indian officials and media floated unverified claims of Chinese troop movements near the LAC—an attempt to manufacture war hysteria and divert focus from the civilian killings, curfew, and heavy militarization in Leh.

They said branding Sonam Wangchuk—a respected environmentalist who has led peaceful hunger strikes for Ladakh’s rights—as a “foreign agent” is part of Delhi’s smear tactics against voices of dissent. “Attending a climate conference in Pakistan or advocating for the fragile Himalayan environment is not a crime,” an activist remarked, adding that in Modi’s India even climate advocacy is criminalized as conspiracy.

Observers maintained that the “foreign hand” narrative only strips Ladakhis and Kashmiris of their agency while covering up New Delhi’s own repression. They added that India’s reliance on distraction politics exposes its fear of the truth: Ladakhis feel deeply betrayed by Delhi’s broken promises and heavy-handed approach.

Leh: India has once again fallen back on its notorious “foreign hand” rhetoric to deflect attention from the mass protests and growing unrest in Ladakh, following the arrest of prominent environmentalist Sonam Wangchuk.
