Srinagar: People\u2019s Democratic Party (PDP) President Mehbooba Mufti has said that her party has submitted the Jammu and Kashmir Land Rights and Regularisation Bill, 2025\u2014also dubbed the \u201cAnti-Bulldozer Bill\u201d\u2014for discussion in the upcoming session of the Legislative Assembly to safeguard residents from arbitrary evictions and land seizures in Indian illegally occupied Jammu and Kashmir.<\/p>\n
According to Kashmir Media Service, Mehbooba Mufti told reporters in Srinagar that the proposed legislation seeks to regularize land holdings of individuals, families, and institutions that have been in continuous possession of land for more than three decades. \u201cThe Bill aims to secure ownership rights, prevent forced evictions, and ensure socio-economic stability across Jammu and Kashmir,\u201d she said.<\/p>\n
Mehbooba Mufti highlighted the growing land and lease crisis, particularly in Gulmarg and other parts of the territory, where the imposition of the Land Grant Rules, 2022 has blocked the renewal of old leases, threatening dozens of hotels with eviction or takeover through government auctions. \u201cNearly 60 hotels in Gulmarg, including heritage properties like Nedous and Highlands Park, have been served takeover notices by the Gulmarg Development Authority,\u201d she said, adding that the move had pushed many local hoteliers into financial and legal uncertainty.<\/p>\n
She said the absence of a clear policy on land and lease regularisation was damaging Kashmir\u2019s tourism and hospitality sectors, hurting local employment and investor confidence. Mehbooba accused the Modi-led regime of using bulldozers and legal pretexts to dispossess Kashmiris of their land and livelihoods under the guise of \u201cdevelopment.\u201d<\/p>\n
The PDP chief said her party\u2019s MLAs had formally submitted the Bill to the Assembly Secretariat, urging the government to either adopt and implement it or bring forward similar legislation that would be supported by her party.<\/p>\n
The move by PDP reflects growing concern over India\u2019s attempts to alter land ownership patterns in IIOJK, which locals view as part of a broader demographic reengineering agenda following the revocation of Articles 370 and 35-A.<\/p>\n","protected":false},"excerpt":{"rendered":"
