Indian officials claimed that the document outlines an alleged conspiracy, the purported roles of the accused and what they termed as supporting evidence related to the incident.<\/p>\n<p>The Indian authorities alleged that the attack involved religion-based targeted killings and blamed it on militants allegedly operating from across the border. However, independent observers have repeatedly questioned the credibility and transparency of such investigations, citing a long history of Kashmir-related incidents being used to malign Pakistan and justify intensified repression in the occupied territory.<\/p>\n<p>The chargesheet reportedly names a so-called handler and also includes individuals who were killed by Indian forces during a later military operation in the Dachigam area of Srinagar in July this year, weeks after the Pahalgam incident. Indian officials claimed these individuals were linked to the attack, though no independent verification has been made public.<\/p>\n<p>Two Kashmiri civilians, who were arrested in June this year on allegations of providing shelter to attackers, have also been chargesheeted. Indian officials claimed that statements obtained during interrogation were used to identify those allegedly involved in the attack, a practice that human rights groups say often raises concerns over coercion and due process in the occupied territory. The Indian probe agency has invoked multiple stringent laws, and has also applied charges related to waging war.<\/p>\n<p>Political observers argue that such chargesheets are routinely used to reinforce India\u2019s long-standing narrative on Kashmir, divert attention from its own human rights abuses, and further tighten its grip over the disputed territory.
