{"id":192641,"date":"2026-01-15T20:02:54","date_gmt":"2026-01-15T15:02:54","guid":{"rendered":"https:\/\/kmsnews.org\/kms\/?p=192641"},"modified":"2026-01-15T20:02:54","modified_gmt":"2026-01-15T15:02:54","slug":"student-moves-delhi-hc-over-denial-of-phd-admission-despite-selection-at-jamia-millia-islamia","status":"publish","type":"post","link":"https:\/\/kmsnews.org\/kms\/2026\/01\/15\/student-moves-delhi-hc-over-denial-of-phd-admission-despite-selection-at-jamia-millia-islamia.html","title":{"rendered":"Student moves Delhi HC over denial of PhD admission despite selection at Jamia Millia Islamia"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-192642\" src=\"https:\/\/kmsnews.org\/kms\/assests\/2026\/01\/jamia-milya.webp\" alt=\"\" width=\"1200\" height=\"675\" srcset=\"https:\/\/kmsnews.org\/kms\/assests\/2026\/01\/jamia-milya.webp 1200w, https:\/\/kmsnews.org\/kms\/assests\/2026\/01\/jamia-milya-390x220.webp 390w, https:\/\/kmsnews.org\/kms\/assests\/2026\/01\/jamia-milya-780x439.webp 780w, https:\/\/kmsnews.org\/kms\/assests\/2026\/01\/jamia-milya-768x432.webp 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/>New Delhi: A student has approached the Delhi High Court saying that Jamia Millia Islamia arbitrarily denied him admission despite selecting him through its official admission process for the 2025\u201326 academic session.<\/p>\n<p>According to Kashmir Media Service, the petitioner, Salman Saleem, has filed a writ petition under Article 226 of the Constitution, challenging Jamia\u2019s decision to refuse him admission to the PhD programme at the Anwar Jamal Kidwai\u2013Mass Communication Research Centre (AJK-MCRC) under the UGC-NET exempted category.<\/p>\n<p>According to the petition, Saleem had qualified for UGC-NET (June 2024) and applied for the PhD programme pursuant to Jamia\u2019s admission notification dated October 16, 2025.<\/p>\n<p>He was issued an admit card, appeared for the interview, had his documents verified at multiple stages, and was subsequently declared selected in the final admission list published on December 19, 2025.<\/p>\n<p>However, when Saleem reported to complete admission formalities between December 23 and 30, he was orally informed that he would not be granted admission, with university officials citing the purported expiry of his UGC-NET qualification.<\/p>\n<p>The petitioner has contended that no written order or formal communication explaining the rejection was ever issued.<\/p>\n<p>The petition argues that neither Jamia\u2019s PhD Ordinance nor the UGC Regulations prescribe a cut-off date requiring the NET qualification to remain valid on the date of admission, and that Saleem\u2019s eligibility was verified when the admission notification was issued.<\/p>\n<p>It further claims that Jamia\u2019s delay in completing the admission process cannot be used to penalise a candidate who was otherwise found eligible and selected.<\/p>\n<p>Advocate Syed Kaif Hasan, Saleem\u2019s counsel in the case, speaking to the media, said, \u201cThe present writ petition arises out of an arbitrary, belated and legally unsustainable denial of admission to the petitioner to the PhD programme.\u201d<\/p>\n<p>Highlighting institutional inaction that, according to him, amounts to illegality, he said, \u201cThe petitioner\u2019s representations seeking review of eligibility and admission have not been decided till date, resulting in denial of admission by inaction, which is as illegal and arbitrary as an express adverse decision.\u201d<\/p>\n<p>He further said, \u201cThe petitioner\u2019s research proposal was duly accepted, a supervisor was assigned, and the academic relationship between the petitioner and the respondent institution had already crystallised.\u201d<\/p>\n<p>The petition also alleged violations of reservation norms, stating that seats were not disclosed or allocated category-wise as mandated under Jamia\u2019s Ordinance 6 (VI), thereby undermining transparency in the admission process.<\/p>\n<p>The counsel, Hasan, on reservation policy violations said, \u201cThe Institutions have failed to strictly and religiously follow the reservation policy as mandated under Ordinance 6 (VI).\u201d<\/p>\n<p>Calling the admission denial \u201carbitrary and unconstitutional,\u201d the petition claims violations of Articles 14, 21, 29 and 30 of the Constitution, arguing that the decision infringes upon his right to equality, education, and legitimate academic expectation after being formally selected and assigned a research supervisor.<\/p>\n<p>He added, \u201cThe petitioner cannot be denied admission on grounds arising solely out of administrative delay attributable to the respondent university.\u201d<\/p>\n<p>The matter is expected to be taken up by the Delhi High Court in the coming days.
