Chandigarh: In India, the Punjab and Haryana High Court has imposed a Rs 2 lakh cost on Defence Secretary Rajesh Kumar Singh and Army Chief General Upendra Dwivedi for delaying disability pension to a retired Major who underwent 24 surgeries and suffered kidney ailment during service.<\/p>\n

According to Kashmir Media Service, Major Rajdeep Dinkar Pandere (retd), commissioned in 2012, served with 4 Ladakh Scouts in Leh. He developed cystitis cystica glandularis in 2017 on duty and was placed in \u201clow medical category.\u201d<\/p>\n

Released in September 2022 after 10 years, his disability was assessed at 15% for life as \u201cnot attributable to service,\u201d and pension was denied. The Armed Forces Tribunal in October 2024 held the disability attributable to service, raised it to 40% under military medical rules, and rounded it to 50% per Supreme Court guidelines, effective July 1, 2022.<\/p>\n

The High Court upheld the order on July 28, 2025. As authorities failed to implement the orders, Major Pandere filed a contempt plea. Justice Sudeepti Sharma, in her April 30 order, noted no compliance affidavit was filed despite a last opportunity. She directed Rs 2 lakh cost to be equally deducted from the salaries of the Defence Secretary and Army Chief and paid to the petitioner.<\/p>\n","protected":false},"excerpt":{"rendered":"
