However, there are no credible facts, figures, or data to substantiate these claims by the BJP-led LG administration.<\/p>\n<p>Since 2019, the Indian BJP government and its LG regime in IIOJK have been trying to bring the local unregulated economy under their control. Activities such as the cultivation of poppy seeds and the mining of sand, stones, and boulders formed an important part of this local economy.<\/p>\n<p>The so-called Nasha Mukt Abhiyaan mission against drugs was deliberately launched in April, as poppy seeds are harvested in May in the Kashmir Valley. Unlike in places such as Afghanistan, poppy cultivation in Kashmir has traditionally been part of local culture and food practices, especially in bakery products, for centuries. There has not been a single reported incident of locally cultivated poppy being processed into heroin or other narcotic substances.<\/p>\n<p>Poppy cultivation also served as a small but significant source of income for women, who would grow it alongside garlic and onion crops. The produce was usually sold to traditional local bakers, contributing to household earnings and the local economy.<\/p>\n<p>The limited drug consumption seen in Kashmir is reportedly linked mostly to medical opioids, including tramadol, oxycodone, fentanyl, methadone, dextromethorphan, meperidine, codeine, Corex, psychotropic substances, and buprenorphine, which are freely transported from Indian states to IIOJK. However, according to locals, those involved in the sale and distribution of such opioids have largely escaped police action. While the BJP-led LG administration claims to be waging a war on drugs, wine shops are simultaneously being opened across the Kashmir Valley.<\/p>\n<p>Locals said that obtaining licenses for these shops has been made extremely easy, leading to widespread anger and accusations of double standards regarding addiction and substance abuse. The exaggerated portrayal of drug abuse is aimed more at weakening Kashmir\u2019s micro economy.<\/p>\n<p>Similarly, individuals involved in mining sand, boulders, and other natural resources are being penalized and arrested under stringent laws such as the NDPS Act and the PSA. The income generated from these sectors circulated within local markets and supported the livelihoods of thousands of families. However, the crackdown has severely affected the construction industry, resulting in economic stagnation, market decline, and growing unemployment.<\/p>\n<p>Observers say the BJP government is seeking to bring every financial resource under its direct control and surveillance. Alongside this, the administration has intensified campaigns involving the attachment and demolition of properties, including houses, shops, and land owned by Kashmiris.<\/p>\n<p>According to local residents, these actions are being used to punish Kashmiris for their political affiliations and aspirations. They argue that the so-called anti-drug campaign is increasingly being used to defame Kashmiris\u2019 demand for self-determination and impose collective punishment.<\/p>\n<p>\u201cWhat is being framed as an anti-drug drive reflects the architecture of a surveillance state in IIOJK,\u201d locals told media outlets. They said the campaign led by the LG administration is being used to criminalize Kashmiri youth and stigmatize an entire generation, while property demolitions and asset seizures systematically weaken the economic foundations of Kashmiri society. The locals link it to the anti-Kashmir policies of the Indian government\u2019s Hindutva BJP\/RSS agenda in IIOJK. They further stated that the policies pursued by the BJP regime have not only displaced people economically but have also rendered many Kashmiris homeless.<\/p>\n<p>Another policy pursued under the Indian BJP government concerns Kashmiri Pandits who left Kashmir over three decades ago and later sold their properties to locals.<\/p>\n<p>Several of these individuals are now being brought back under a managed policy to Kashmir, and their claims over land are being accepted without sufficient scrutiny.
