He delivered a forceful address titled “Kashmir: Occupation, Erasure and a People Still Waiting,” highlighting the continued denial of the Kashmiri people’s internationally recognized right to self-determination.

The session was part of the “Muslims Around the World Series.”

Additional speakers included Sr. Laila El Haddad, author and public speaker; Dr. Osama Abuirshaid, Chairman, US Council of Muslim Organizations (USCMO), who addressed the situation in Palestine; and Ust. Habibullah Ziar, community leader and expert on Afghanistan, who discussed developments in that country.

The session was facilitated by MGA Brother Ismael.

Dr. Fai warned that the unresolved conflict, given its implications for relations between two nuclear powers, remains a direct threat to regional and international peace. Referring to historical positions of the United States and the United Nations, Dr. Fai recalled UN Security Council Resolution 47 of April 21, 1948, co-sponsored by the US and UK, which affirmed that the future of Kashmir was to be decided by the free will of its people under UN supervision. He noted that subsequent resolutions by the United Nations Commission for India and Pakistan reinforced this commitment.

Dr. Fai referenced the March 18, 2005 decision by the US State Department to revoke the diplomatic visa of Narendra Modi, then Chief Minister of Gujarat, citing allegations linked to the anti-Muslim riots in Gujarat. He also cited reports, including those carried by BBC, concerning sworn testimony submitted before India’s Supreme Court regarding the 2002 violence. He argued that Kashmir possesses unique dimensions distinguishing it from other human rights crises: it remains internationally recognized as a disputed territory, the resistance movement is rooted in opposition to foreign occupation, and prolonged international silence has contributed to impunity for alleged human rights violations.

Dr. Fai devoted attention to constitutional and demographic changes after August 5, 2019, when India revoked Articles 370 and 35A. He stated that millions of domicile certificates had been issued to non-Kashmiris, describing it as a deliberate effort to alter the territory’s demographic composition. He further alleged that large-scale land acquisitions and forced relocations violated international humanitarian law and Article 17 of the Universal Declaration of Human Rights.

Citing remarks by former Indian Defense Minister A.K. Antony on land allocations to the armed forces and reports of over 250,000 acres acquired in the last two to three years, Dr. Fai compared the scale to five boroughs of New York City, which total 191,000 acres, arguing that such policies represent systematic dispossession.

He invoked comments and reports from international organizations, journalists, parliamentarians, and human rights advocates. These included observations by Genocide Watch Chairman Dr. Gregory Stanton before the US Congress, concerns raised by the Committee to Protect Journalists, remarks by European parliamentary delegation head John Cushnahan, and commentary by author Arundhati Roy on militarization. He referenced the New York Times article of August 10, 2019, “Inside Kashmir, Cut Off from the world: A living hell of anger and fear,” and HuffPost on August 5, 2019, stating “Indian democracy is dying in silence in Kashmir.”

Dr. Fai highlighted the cases of Khurram Parvez, Yasin Malik, Shabbir Ahmed Shah, Masarrat Aalam Butt, Aasiya Andrabi, Sofi Fehmeeda, Nahida Nasreen, and Irfan Mehraj, describing their detentions and prosecutions as part of a broader pattern to silence dissent.

On geopolitical implications, he warned that recent India-Pakistan tensions showed Kashmir remains “the most dangerous place on earth.” He referred to mediation offers by President Donald J. Trump and urged major powers to facilitate dialogue involving India, Pakistan, and the authentic leadership of the Kashmiri people.

Dr. Fai reiterated that sustainable peace in South Asia cannot be achieved without addressing the aspirations and fundamental rights of Kashmiris in accordance with international law and UN resolutions. He called on civil society, scholars, journalists, and policymakers worldwide to raise awareness and support peaceful, just, and democratic solutions.

Concluding, he stated that lasting peace would remain elusive until promises made through UN resolutions were fulfilled.

Sardar Zulfiqar Roshan Khan, Director of Public Outreach, Voices of Justice in Kashmir; Sardar Zarif Khan, President, Kashmir American Welfare Association (KAWA); and Sardar Shoaib Irshad, Advisor to the Prime Minister of Azad Kashmir, commended ICNA leadership for organizing the session on global Muslim conflicts.

They said the session provided valuable insights from distinguished speakers on Palestine, Kashmir, and Afghanistan.

Washington: Dr. Ghulam Nabi Fai, Chairman of the World Forum for Peace & Justice, has said that the Kashmir dispute is not merely a territorial disagreement between India and Pakistan, but fundamentally concerns the political future, dignity, and human rights of millions people of Jammu and Kashmir.
