Indian intelligence agencies established organized networks to monitor the Sikh, Kashmiri and Tamil communities in Germany.

According to the report, India resorted to surveillance, threats and covert operations to suppress Sikh activists in Canada, the US, the UK and Germany. Indian intelligence agencies are trying to suppress the political activities of Sikhs globally by describing them as extremism.

The report said Indian diplomatic missions and intelligence agencies try to influence policy-making through embassies abroad.

German courts have sentenced several people working for Indian intelligence agencies. German authorities have also taken legal action against several individuals linked to Indian secret activities.

According to the report, the actions of the German government have forced Indian officials to leave the country. Court decisions against Indian secret activities in Germany have become important legal evidence against Indian networks in Europe.

Former UN Special Representative Fernand de Verens said that India could be a major source of global instability and violence. He called for an independent and international investigation into India’s cross-border activities.

The report demanded that an international fact-finding mission be constituted under the supervision of the United Nations and that those responsible be held accountable. Issues affecting the Sikh community should not be considered just a bilateral diplomatic dispute but an issue of human rights and international law.

Geneva: A report on India’s global terrorism was presented during the 61st session of the United Nations Human Rights Council in Geneva.
