Srinagar: Indian illegally occupied Jammu and Kashmir Chief Minister Omar Abdullah has termed the ‘Union Territory’ arrangement as the \u201cworst model of governance\u201d, saying the elected government is expected to deliver results despite having little authority over the administrative machinery.<\/p>\n
According to Kashmir Media Service, speaking at an event in Srinagar, Omar Abdullah reiterated his demand for the restoration of statehood, arguing that the present governance structure has severely restricted the powers of the elected government.<\/p>\n
He said a Union Territory with a legislative assembly is fundamentally flawed because elected representatives are held accountable for governance while key administrative powers remain beyond their control. \u201cGovernment is formed here, but its hands are tied behind its back,\u201d he remarked, adding that the administration has no meaningful role in the posting, transfer or replacement of officers despite being expected to get work done through them.<\/p>\n
Abdullah cited the transfer of the Finance Secretary during the budget preparation process as an example of the challenges faced by his government, saying continuity in governance has become difficult under the existing arrangement.<\/p>\n
The Chief Minister maintained that many of the territory\u2019s governance problems would be eased if full statehood were restored.<\/p>\n
He also stressed the need to strengthen local industry, revive struggling industrial units and support first-generation entrepreneurs through initiatives such as Mission Yuva. Highlighting the potential of Kashmiri youth, he said the territory possesses immense talent but requires greater opportunities and access to capital.<\/p>\n","protected":false},"excerpt":{"rendered":"
