New Delhi: India\u2019s reckless push for Integrated Theatre Commands has devolved into a \u201cdisastrous farce,\u201d shredding military readiness under Modi government deadlines that trample professional consensus, exposing deep fractures within the Indian Armed Forces.<\/p>\n
According to Kashmir Media Service, the Inter-Services Organisations Act, 2023, notified along with its rules during 2024 and 2025, empowers the executive to bulldoze joint military structures. However, the result has been catastrophic inter-service friction and declining combat effectiveness.<\/p>\n
The Indian Air Force has emerged as the clearest victim of the top-down reform. Following the retirement of the MiG-21 fleet, the IAF faced a crippling shortage of only 29 operational fighter squadrons by late 2025, down from approximately 31 to 32 squadrons earlier.<\/p>\n
A typical fighter squadron consists of 18 to 20 aircraft. Analysts say the IAF has rightly resisted dividing its already limited combat assets among permanent regional commands. India\u2019s total combat aircraft fleet is estimated at approximately 464 to 522 aircraft \u2014 a strength that remains severely inadequate against China\u2019s approximately 66 fighter squadrons and is approaching parity with Pakistan\u2019s approximately 25 squadrons. The sanctioned target of 42 fighter squadrons lies in tatters, with projections indicating that the IAF may barely reach 35 to 36 squadrons by 2035.<\/p>\n
The politically mandated structural upheaval, accelerated in 2026 under the new Chief of Defence Staff, envisages three proposed theatre commands: A Northern Theatre Command focused on China, a Western Theatre Command focused on Pakistan, and a Maritime Theatre Command. The reform process overrides service-specific doctrines in order to meet politically imposed bureaucratic timelines. As a result, \u201coperational synergy has increasingly become forced fragmentation,\u201d and baseline defence readiness is eroding as military modernisation remains trapped in an endless bureaucratic impasse.<\/p>\n
\u201cDecades of underinvestment, compounded by political interference, have left India\u2019s armed forces clutching at straws and increasingly vulnerable on two fronts,\u201d observers said. \u201cMeanwhile, New Delhi continues to project reform theatre for political optics.
