New Delhi: Kerala Chief Minister V.D. Satheesan has condemned the treatment of the state\u2019s delegation of women MLAs at a National Commission for Women (NCW) workshop in Faridabad after the legislators walked out over the exclusive use of Hindi and the lack of translation facilities, saying, \u201cIndia is not a monolithic entity.\u201d<\/p>\n

According to Kashmir Media Service, a delegation of women legislators from Kerala walked out of a two-day workshop organised by the National Commission for Women (NCW) in Faridabad, protesting the exclusive use of Hindi during the sessions and the absence of translation facilities for participants from non-Hindi-speaking states.<\/p>\n

Tensions escalated after some Hindi-speaking delegates reportedly called Hindi the national language, questioned those who could not understand it and raised slogans, including \u201cBharat Mata Ki Jai\u201d.<\/p>\n

The capacity-building programme, inaugurated by Lok Sabha Speaker Om Birla, was intended to provide guidance on legislative proceedings, but Kerala legislators said they were unable to properly follow or participate in the sessions, which were conducted entirely in Hindi.<\/p>\n

Kerala Minister Bindhu Krishna, who also attended the workshop, said the delegation had come to Suresh Kund in Faridabad with \u201cgreat expectation\u201d, hoping that, as legislators, they would receive \u201cmore guidelines from the workshop\u201d, which was titled \u201cShe Is a Changemaker.\u201d<\/p>\n

Kerala women MLAs walk out of workshop over Hindi-only sessions<\/a><\/p>\n

She said women are \u201cchange makers\u201d and that the delegation had come expecting \u201ca great change on the positive side\u201d, particularly information, ideas and guidance on \u201chow we frame new laws or how we implement laws.\u201d<\/p>\n

Krishna said that although the posters and other materials were in English, \u201call the class was in Hindi. That too Khadi Boli Hindi.\u201d<\/p>\n

\u201cWe are coming from South India. We can understand to some extent, but we can\u2019t respond properly. So we asked, \u2018Let\u2019s mix it with English. Then we can also understand.\u2019 But nobody heard,\u201d she said.<\/p>\n

Krishna also said the agenda mentioned an open house in the evening, but \u201cthere was no open house or debate or discussion or something like that.\u201d<\/p>\n

She said the legislators also did not know who else had attended the programme, as there was \u201cnot even a single self-introduction\u201d, and they had no opportunity to get to know the other women participants from different parts of the country.<\/p>\n

She said the second day began with a session on self-help groups (SHGs), but the legislators had expected more from the workshop.<\/p>\n

\u201cToday\u2019s workshop, we got nothing,\u201d she said, adding that the discussions focused on issues such as \u201chow to file a complaint before the police, how to call an ambulance\u201d and SHG-related matters.<\/p>\n

Krishna said legislators were expected to be lawmakers who would \u201credefine our area, our state and also the Centre\u201d, rather than participate primarily in discussions on SHGs.<\/p>\n

Krishna questioned the NCW\u2019s intervention on the issue, saying, \u201cYou should have to intervene in the matter and implement the bill, implement the law.\u201d She also expressed concern that the women\u2019s reservation law appeared to be linked to delimitation and \u201cOne Nation, One Election\u201d, saying, \u201cThat is not good.\u201d<\/p>\n

She said that when she and others attempted to raise these issues, the chairperson told them that \u201cit is not the time for discussion\u201d and that an open discussion could take place elsewhere. \u201cWe came for discussions, debates, and at this workshop, we expected all that, but nothing happened,\u201d she said.<\/p>\n

According to Krishna, other participants then raised the slogan \u201cBharat Mata Ki Jai.\u201d She said the slogan had been used by freedom fighters and Congress leaders and that \u201cwe love it, we respect it,\u201d but alleged that it has now become associated with the BJP. She said the slogan was raised while the delegation was debating the women\u2019s reservation bill and alleged that they were \u201ctrying to heckle\u201d them.<\/p>\n

She said that the delegation was subsequently insulted, following which \u201cwe boycotted and came here.\u201d Calling the incident \u201can unfortunate thing,\u201d Krishna said the organisers should have included the Kerala legislators as part of \u201cinclusive development, inclusive change making,\u201d adding, \u201cSo, that did not happen.\u201d<\/p>\n

During the session, Kerala Deputy Speaker Shanimol Usman asked how the delegation could understand the proceedings and, \u201cWhy are you not speaking in English also?\u201d Krishna said the question was raised repeatedly but received no response.<\/p>\n

The Kerala delegation included Deputy Speaker Shanimol Osman, Ministers Bindu Krishna and K.A. Thulasi, and MLAs K.K. Rema, Fathima Thahliya, Vidya Balakrishnan, Uma Thomas and Usha Vijayan.<\/p>\n

Addressing a press conference, MLA Fathima Thahliya said the delegation respects Hindi but argued that the organisers should have considered the language barrier before inviting legislators from across the country.<\/p>\n

MLA K.K. Rema said the NCW chairperson should have intervened when \u201cBharat Mata Ki Jai\u201d slogans were raised, while MLA Uma Thomas said there was \u201cno interaction or introduction\u201d among participants and described the workshop as a poorly planned programme.<\/p>\n

\u201cRaising \u2018Bharat Mata Ki Jai\u2019 while we were discussing inclusivity was insulting,\u201d said Uma Thomas.<\/p>\n

\u201cThe treatment meted out to Keralam\u2019s delegation of women MLAs at the NCW workshop is deeply condemnable,\u201d Chief Minister Satheeshan said, alleging that forcing Hindi at a national conclave and intimidating delegates from non-Hindi-speaking states \u201cstrikes at the core of our constitutional compact.\u201d
\nHe said India\u2019s strength lies not in linguistic uniformity but in \u201cthe unity of its diversity\u201d, arguing that different languages, cultures and identities should enrich rather than diminish the country\u2019s national fabric.<\/p>\n
