The revised standard, issued by the Bureau of Indian Standards, has triggered a mandatory process of structural audits and evaluations for existing and upcoming infrastructure, including critical assets like schools, hospitals, bridges, and tunnels.

In December 2025, a new scientific study linked deep tectonic tearing beneath the Tibetan Plateau with rising seismic stress across the Himalayas. The proposed upgrading of Jammu and Kashmir from Seismic Zone V to the newly created, highest-risk Zone VI indicated the potential for stronger ground shaking, greater damage and a more precarious geological reality for the region.

Twenty-one years after the devastating 2005 Kashmir earthquake exposed the vulnerability of buildings across Indian illegally occupied Jammu and Kashmir, the risks have only been accentuated rather than mitigated.

On March 3, 2026, nearly four months after the BIS had proposed a new Zone VI classification for much of the Himalayan region, including most of Kashmir, the process was put on hold.

The move followed concerns raised by government agencies and industry stakeholders over the cost and implementation implications of the stricter standards. The proposed standards could have resulted in higher construction costs and imposed additional constraints on infrastructure and development, particularly in vulnerable areas such as Kashmir.

The halt restored the earlier seismic classification under which occupied Jammu and Kashmir falls in Seismic Zones IV and V.

The change in classification, however, does not alter the geological reality beneath Jammu and Kashmir. No comprehensive assessment of Kashmir’s earthquake vulnerability has been carried out. This gap, coupled with the repeated changes in seismic zoning, is particularly significant for the region.

On October 8, 2005, a magnitude 7.6 earthquake caused extensive destruction across Indian illegally occupied Jammu and Kashmir and Azad Jammu and Kashmir.

Official post-earthquake documentation recorded nearly 29,000 houses as completely destroyed and more than 83,000 partially damaged in IIOJK. Areas in Uri, Kupwara, Baramulla, Budgam, Islamabad and Pulwama districts were among the worst affected. The assessment also found that poorly constructed stone and brick buildings performed badly under strong shaking, while the absence of earthquake-resistant construction measures contributed significantly to structural failures.

Two decades later, the question should not simply be whether Jammu and Kashmir is labelled Zone IV, V or the briefly proposed Zone VI. The real question is whether the region’s built environment has become sufficiently resilient to withstand powerful seismic forces.

The government response to the October 8, 2005 Kashmir earthquake also faced criticism from survivors, independent observers and human rights groups over delays, poor management and alleged corruption.

In Pakistan, the capital city of Azad Jammu and Kashmir, Muzaffarabad, was among the worst-affected areas during the October 8, 2005 earthquake, suffering massive casualties and severe destruction. The epicentre was located about 19 kilometres northeast of Muzaffarabad.

The devastating disaster claimed more than 46,000 lives and injured around 33,000 people in AJK alone, while approximately 314,000 homes were destroyed or damaged and essential facilities and infrastructure were severely affected.

Muzaffarabad and its surrounding areas experienced catastrophic damage, with a large proportion of the casualties occurring there and entire neighbourhoods reduced to rubble. The Bagh district was the second-most affected area in AJK, recording a massive loss of life and extensive structural collapses.

Rawalakot and Poonch districts also suffered heavy infrastructure damage and widespread destruction of homes, while Neelum district was severely affected by landslides and building collapses in its mountainous terrain.

The response to the October 2005 earthquake in Azad Jammu and Kashmir and northern Pakistan involved massive national and international relief efforts. The Government of Pakistan, alongside political parties, NGOs and international humanitarian organisations, launched large-scale relief, housing and infrastructure reconstruction programmes to rebuild damaged properties, restore essential services and provide cash assistance to displaced and affected families.

Srinagar: Experts have emphasized that the actual earthquake risk in Indian illegally occupied Jammu and Kashmir has not decreased, as the region remains vulnerable along the active Himalayan megathrust fault, 21 years after the devastating 2005 Kashmir earthquake.
