Islamabad: Chairman, Kashmir Institute of International Relations (KIIR), Altaf Hussain Wani has urged the United Nations to investigate the killing of four civilians in a landmine explosion near the Line of Control (LoC) in Azad Jammu and Kashmir on October 12.<\/p>\n
According to Kashmir Media Service, through a communique addressed to UN Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions Morris Tidball-Binz and the UN Special Rapporteurs on water and sanitation and human rights and the environment, Wani called for an independent investigation into the incident and measures to protect innocent civilians living along the Line of Control.<\/p>\n
It is worth mentioning that four young men belonging to a single family including Sardar Faizan Sagheer, Sardar Ishtiaq, Sardar Asim Rafiq and Sardar Waqas Sharif lost their lives when an explosive device planted by Indian forces detonated while they were repairing a pipeline near LOC in Madarpur, Poonch. The pipeline carries drinking water from a nearby mountain spring to their homes in Madarpur village, Hajira tehsil, Rawalakot district.<\/p>\n
Citing local accounts and family testimonies, the KIIR chief said the victims were engaged in an essential civilian activity. He said Indian military establishment and media tried unabashedly to twist the facts by portraying these innocent civilians as militants. He said claims by Indian authorities required a thorough, independent and impartial investigation under the auspices of a UN-mandated body.<\/p>\n
Highlighting the terrible consequences of planting landmines along the LoC, Wani warned that these landmines continue to pose a serious threat to civilian lives. He said that floods, melting snow and soil erosion more often lead to displacement, as in this case, of these explosive devices into areas previously considered safe.<\/p>\n
“It has not only endangered local residents but also their livestock,” he added. He urged the UN Special Rapporteur on extrajudicial executions to examine whether the placement of the mines and the subsequent characterisation of the victims violated the right to life.<\/p>\n
He also called on the UN rapporteurs on water and sanitation and the environment to address the risks faced by civilians seeking to maintain essential water infrastructure amid landmine contamination and environmental instability.<\/p>\n
The KIIR chairman called on the United Nations to press India to stop using anti-personnel mines, undertake comprehensive mine clearance along the LoC and comply with well-established international norms and standards protecting civilian populations from indiscriminate use of weapons.<\/p>\n","protected":false},"excerpt":{"rendered":"
