Senior Dalit police officer’s mysterious death sparks outrage over caste bias in India

Chandigarh: The mysterious death of senior Indian Police Service (IPS) officer Y. Puran Kumar, hailing from the Dalit community, has reignited debate over entrenched caste discrimination and systemic injustice within India’s bureaucracy under the Modi-led regime.

According to Kashmir Media Service, the 52-year-old Haryana-cadre officer was found dead with a gunshot wound at his residence in Chandigarh. Police recovered a nine-page note and a will from the scene, though the contents have not yet been disclosed. The circumstances surrounding his death have prompted widespread concern and discussions about administrative pressures and caste-based discrimination in government services.

Kumar, a 2001-batch IPS officer from Andhra Pradesh, was widely respected for his integrity and his outspoken stance against caste bias and irregularities within the police force. Throughout his career, he raised concerns about the underrepresentation of Scheduled Caste (SC) officers, delayed promotions, and discriminatory postings meant to humiliate Scheduled Caste officers.

He repeatedly pointed out how officers from privileged castes received faster promotions and pay revisions, while SC officers faced deliberate delays. In late 2023, Kumar filed five formal complaints within two months against a senior IAS officer, accusing him of harassment and humiliation. He also sought legal action under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, but no meaningful action followed.

The tragic death of Puran Kumar has reignited discussion about the growing marginalization of SCs and the deep-rooted caste prejudice within India’s administrative machinery. Civil rights groups and Dalit organizations have demanded a high-level judicial probe into the incident, calling it a grim reminder of how caste bias and institutional apathy continue to plague India’s governance structures.

The tragic case of Y. Puran Kumar once again exposes the dark underbelly of caste discrimination in Modi’s India, where even senior officers from marginalized communities are not shielded from systemic humiliation and injustice.
