India directly complicit in Gaza genocide through arms supplies to Israel: Amnesty International
London : Amnesty International has said that India is directly complicit in the genocide of unarmed Palestinians in Gaza by continuing to supply Israel with weapons, ammunition and other military equipment used in its military operations.
According to Kashmir Media Service, Amnesty International, in its latest investigative report titled “Made in India: The Supply of Weapons and Ammunition to Israel”, revealed that Indian state-owned defence enterprises and private companies shipped at least 2,596 military consignments to Israel between October 7, 2023, and November 30, 2025. The report said the exports continued despite repeated international warnings that Israeli forces are committing genocide, war crimes and crimes against humanity in Gaza.
The report said Indian defence manufacturers supplied large quantities of weapons, ammunition and military equipment directly to major Israeli defence firms, including Elbit Systems and Israel Weapon Industries (IWI), which in turn supply the Israeli military. According to verified customs data, the consignments included at least 564,970 explosive ordnance components, including parts for 155mm high-explosive artillery shells, drone warheads and artillery shell casings. The shipments also comprised 390,516 military-grade small-arms components and 298 military vehicle parts.
Amnesty investigators said they traced a supply chain linking Indian state-owned and private manufacturers directly to the core of Israel’s arms industry. The organization noted that it and other human rights organisations documented the use of 155mm artillery shells in attacks on Gaza, including strikes on hospitals, some dating as far back as 2009.
The report further said explosive warheads supplied by Alpha Elsec matched those used in SkyStriker loitering munitions, commonly known as suicide drones, manufactured by Elbit Systems. According to Amnesty, remnants of these drones have repeatedly been recovered from sites targeted in Gaza, including Khan Younis.
One of the report’s most significant findings concerns the role of Munitions India Limited, a government-owned defence enterprise, which supplied 1,000 finished 155mm high-explosive artillery shells to Elbit Systems. Amnesty said the company’s own product catalogues advertise HE M107 and HE M77B shells capable of striking ground targets at ranges of up to 24 kilometres.
The report added that India’s actual contribution to Israel’s military supply chain could be far greater than the documented trade data indicates.
Amnesty argued that the involvement of a state-owned company strengthens the legal basis for holding India responsible under international law. It said that under the law of state responsibility, a government that transfers weapons knowing they may be used to commit serious violations of international law could itself be complicit in those crimes. Where the supplier is a state-owned enterprise, the report said, India’s responsibility extends beyond private commercial exports and raises questions about direct state involvement.
Amnesty International Secretary General Agnès Callamard said, “Our research reveals India’s continuing support to the Israeli military and defence sector despite the genocide in Gaza, which has been broadcast worldwide on an almost daily basis for years.”
She said India not only manufactures and supplies arms to Israel through companies under its ownership and control, but has also failed to regulate arms exports by private firms in accordance with international law while simultaneously deepening its military partnership with Israel.
Callamard added, “In light of the ICJ’s provisional measures recognizing the plausible risk of genocide against Palestinians in Gaza, the Indian authorities cannot plausibly argue that they were unaware that authorizing and facilitating arms transfers to Israel carried a clear risk of contributing to serious violations of international law. While the Israeli military was inflicting widespread death, destruction and suffering on Palestinians in Gaza, Indian companies were profiting by supplying critical components and ammunition to Israel’s defence sector.”
