Muslim cop castrated at IIOJK interrogation center, court orders CBI probe
New Delhi: In a horrifying case of custodial abuse that occurred months ago but has only recently come to light, a Muslim police constable in Indian illegally occupied Jammu and Kashmir, Khursheed Ahmad Chohan, was illegally detained and brutally tortured at the Joint Interrogation Centre in Kupwara, leading to his complete castration.
According to Kashmir Media Service, Chohan was summoned for questioning in a narcotics case but was instead subjected to inhumane torture at the centre, jointly run by Indian army, police and agencies. After the High Court refused to entertain his case, Chohan approached the Supreme Court of India for justice.
The Supreme Court on Monday ordered the Central Bureau of Investigation (CBI) to probe the matter and arrest the police officers responsible. A bench comprising Justice Vikram Nath and Justice Sandeep Mehta directed the formation of a Special Investigation Team under an officer not below the rank of Superintendent of Police and instructed that the investigation be completed within 90 days.
The apex court also ordered the administration of the occupied territory to pay Rs 50 lakh in compensation to the victim, terming the custodial torture as a barbaric act and a gross violation of the Constitution.
The court further directed a comprehensive review of the functioning and practices at the Kupwara interrogation centre, including examination of CCTV footage, medical records, and forensic material, while calling for systemic accountability for custodial violence.
