The Islamabad Policy Research Institute (IPRI) held its premier intellectual discourse, the Margalla Dialogue 2024, from November 13-15 , which brought together experts from different countries to discuss the theme “Emerging Global Realities: Challenges and Response.” It was indeed a great learning experience to be a part of the high profile event, to listen to lively debates on pressing global issues and possible solutions.
General Syed Asim Munir, the Army chief of Pakistan, addressed the concluding session as keynote speakers at this prestigious event. The army chief, who spoke with absolute brilliance on issues ranging from state-terrorism to countering terrorism and extremism, tackling the spread of disinformation and misinformation, highlighted the pivotal role that Pakistan plays in promoting global peace amidst increasingly complex challenges.
Global Challenges
One of the most pressing issues, he identified the rapid spread of misinformation, which has become a critical concern in an era where information is disseminated at unprecedented speeds. The phenomenon, which has immense potential to not only skew public perception, but also to weaken democratic processes and social unity.
In his address the General noted with concern the increasing influence of non-state actors in global affairs, which continues to complicate the international security landscape. There is no doubt that the rise of violent non-state actors and state-sponsored terrorism pose a significant threat to peace and stability all over the world, which requires synchronized global efforts to address effectively.
Munir emphasized that technology, while instrumental in sharing information, has also facilitated the spread of misleading narratives and hate speech. This duality underscores the need for robust legal frameworks to manage the flow of information and protect societal values.
The Importance of Regulations
The Army Chief stressed that without comprehensive regulations, the unchecked freedom of expression could lead to a deterioration of moral values across societies. He pointed to the alarming rise of inequality, intolerance, and division based on religious, sectarian, and ethnic lines as a global trend that must be addressed collectively.
In this context, the COAS outlined Pakistan’s commitment to addressing shared challenges such as climate change, terrorism, and global health. He asserted that Pakistan is not only a participant but a significant player in maintaining peace and stability, both regionally and globally.
Pakistan’s Commitment to Counter-Terrorism
A notable aspect of General Munir’s speech was his unwavering commitment to combating terrorism. He highlighted the establishment of a comprehensive border management regime aimed at securing Pakistan’s western borders, which is crucial in the fight against terrorism. The mention of the Kharijites as a haven for terrorist organizations underscores the global nature of the threat and the necessity for international collaboration in counter-terrorism efforts.
Moreover, the Gen. expressed optimism that the Afghan interim government won’t allow its territory to be used by any individual or group for terrorist activities, emphasizing the importance of regional stability in combating extremism.
The Vision for Peace
The General’s vision for peace in the region and beyond encompassed a unique and thoughtful understanding of security related issues that plague the world today. While articulating his vision for peace and stability that aligns with the country’s National Action Plan- a 20-point document that was approved by Parliament in December 2014 to counter terrorism and extremism- Gen. Munir spoke at length on prevention of violent extremism. He pointed out the adverse effects of India’s extremist ideology and its terrible impact on minorities, particularly in Western countries. He condemned Indian government’s sledgehammer polices towards the people of Indian occupied Kashmir and reiterated Pakistan’s firm stance to support Kashmiris’ legitimate struggle for self-determination. Reiterating his country’s long held position on the issue of Kashmir the Chief of Army staff called for a just and amicable settlement of the long-running Kashmir issue in line with United Nations Security Council resolutions and the aspirations of the Kashmiri people.
His call for a ceasefire in conflict zones such as Gaza and Lebanon, along with Pakistan’s historical advocacy for an independent Palestinian state, reflects a commitment to humanitarian principles and the pursuit of justice on the global stage.
Pakistan’s Contributions to global peace
The Army Chief highlighted Pakistan’s significant contributions to global peacekeeping efforts, noting that 235,000 Pakistanis have participated in United Nations peace missions, with 181 sacrificing their lives in the pursuit of global peace. This statistic not only showcases Pakistan’s commitment to international peace but also reinforces its role as a responsible member of the global community. Over the years, Pakistan has emerged as one of the largest and most dedicated troop providers to the UN. More than 235,000 Pakistani peacekeepers have served in 48 UN missions. Their presence in the conflict hit zones exemplifies the country’s commitment to world peace.
Economic Potential and Strategic Position
General Syed Asim Munir also touched on Pakistan’s demographic advantage, with approximately 63% of its 240 million population under the age of 30, and its rich natural resources, including significant agricultural production and rare mineral deposits. He emphasized Pakistan’s strategic geographical position, which serves as a vital link for trade between Europe, Central Asia, and the Middle East.
This economic potential, coupled with a burgeoning freelancing sector, positions Pakistan as a key player in the global economy, capable of contributing to both regional and international stability.
