Islamabad: The pro-Khalistan group, Sikhs for Justice (SFJ), has released a highly classified 2023 memo that exposes the true face of India’s state-sponsored terror operations abroad.

According to Kashmir Media Service, signed by then-Foreign Secretary Vinay Kwatra (now India’s Ambassador to the US), the document explicitly ordered RAW, IB, and NIA to carry out covert operations against pro-Khalistan activists, specifically naming Hardeep Singh Nijjar, whose later assassination in Canada underscores India’s lethal reach.

The memo reveals a chilling blueprint: Indian missions in Canada and the US were instructed to serve as intelligence hubs, coordinating espionage, mobilizing radical Hindu organizations, and orchestrating transnational attacks against dissenters. These operations are not isolated incidents but reflect a systematic strategy of global intimidation, aimed at silencing activists who challenge India’s expansionist and repressive agenda.

The SFJ has called on Canadian authorities, including Prime Minister Mark Carney, highlighting that the RCMP and CSIS are already aware of ongoing assassination plots orchestrated by India on Canadian soil. This confirms that New Delhi is actively running a covert, extrajudicial killing network abroad, violating international law and threatening the safety of foreign citizens.

India’s actions are a blatant assault on democratic norms and international sovereignty, exposing the country as a rogue state that weaponizes its diplomatic channels and intelligence agencies for terror.

The international community can no longer ignore India’s transnational crimes; accountability is urgent before more lives are endangered by its unchecked, global campaign of political violence.
