Arab media flags Indian-Israel espionage network in Gulf, revives Pakistan’s decades-old warning
Doha: Arab media reports have brought renewed attention to revelations that Indian nationals were used inside Gulf countries to collect sensitive intelligence for Israel, reviving Pakistan’s longstanding warnings about hostile operatives entering under civilian cover.
According to Kashmir Media Service, eight former Indian Navy officers employed by Dahra Global were arrested in Doha in August 2022. Al Jazeera reported in May 2023 that they were accused of spying on a sensitive Qatari submarine programme on behalf of Israel.
They were initially sentenced to death in October 2023 before the sentences were later commuted. Qatari authorities did not publicly release detailed evidence. Carnegie’s Middle East publication described the affair as the “India-Israel-Qatar Spying Saga,” noting allegations that sensitive documents were being passed to Israel while highlighting the deepening India-Israel defence and cybersecurity partnership. Analysts note the case was significant because the individuals were not ordinary expatriate workers, but former naval personnel with access to a military-linked project.
This, observers say, underscores how personnel with legitimate commercial or technical access can potentially obtain strategic information without immediate suspicion. Pakistan has warned for decades that intelligence penetration does not always come through declared spies or diplomats. Operatives may enter as technicians, contractors, drivers or other civilian employees with routine access to ports, defence firms, telecommunications and military installations.
The episode raises serious counter-intelligence questions for Arab governments as India expands its strategic ties with Israel. Security experts argue the case demonstrates why Gulf states must maintain strict scrutiny of foreign personnel working inside defence-related projects.
The central question remains: if former Indian military personnel could penetrate sensitive Arab defence environments, how extensive are networks that have not yet been detected.
